The penalty situation isnt working.  Fines and points arent enough to get teams to stop pushing the envelop into the "Gray Area."  Fans dont want to see their drivers benched either. 

I have a proposition, now it may seem a bit harsh but it would make things very interesting.  What if there was an 100 lap penalty.  The cars can qualify and the drivers can race, just for 10 races they are parked on pit lane for 10 laps.  This would be a much graver penaly then the 100 points.  The fans wouldnt like them not winning, but it would make interesting racing and strategy to see how many positions they could pick up in the race.
