What is the weight rule?

Does anyone know the current weight rule(s) for F1?
Is it a max weight or a minimum weight? 
Is it with or without the driver?
Or is it kinda like the height rule where there is no height rule, but all the other "specs" on parts/chassis make the car 'bout "that" high?
Just don't know what it is. 

Watching the Spanish GP .... and they were talkin' 'bout the two Ferraris possibly being 5 pounds apart (race strategy stuff) and it got me thinkin'.

Just curious.

Don't know the weight rule, but I do know it is a minimum weight. 
Driver weight is included, but separately.  Drivers are weighed immediately after the race, with helmet and HANS, and whatever else he gets out with.

The weight I remember them talking about today was because of the difference in fuel load.  They were burning off about 5 lbs a lap.  Massa pitted one lap before his teammate.  Gas-based fuel weighs 5-7 lbs a gal.
As little as these things weigh, every lap burnoff really drops lap times.

This means that if Kubica loses any more weight he will need to grow his nose.

That was a crappy shot that the Mercedes team rep (some guy wearing a Mercedes shirt) gave when asked by Windsor about the weight loss Kubica went on to help his team.  Lose 5.5 kg so that they could place that weight as ballast where they wanted it.  Anyway, the Mercedes guy says to Windsor when asked about it, "Robert could lose a lot more weight if he had a nose job".  Varsha responded negatively to which the idiot said, "I was joking".  Yea, well the world heard your joke you jerk.  Hey, Mr. mercedes, what about those moles on your face or that fat wife of yours, etc.

That was not just some guy.  That was Ron Dennis who runs McL.
